The purposes of this research were (1) to develop indicators for the competency of the public secondary school administrators under The Office of Basic Education Commission, based on the position standard, an academic standard and personal characteristics of school administrators (2) to survey the competency of the state secondary school administrators under The Office of Basic Education Commission. The public secondary school administrators under The Office of Basic Education Commission were randomly drawn from 406 schools. The instruments used in this study were questionnaire. The subjects were an assistant and planning chief in the schools. Data were analyzed through descriptive statistics, i.e. frequencies, means, standard diviations and One-Way ANOVA. The results were as follows: (1) The indicators for the competency of the public secondary school administrators under The Office of Basic Education Commission were characterized into 78 indicators, i.e. 26 knowledge indicators, 26 skill indicators and 26 personal characteristic indicators. (2) The results of the survey of the competency of the public secondary school administrators under The Office of Basic Education Commission revealed that the overall competency of state secondary school administrators were at high level. Among the three aspects of competency survey, knowledge competency ranked first, while those of personal characterlistic competency and skill competency ranked second and third, respectively. The highest competency resulted was the communication skill while the least competency was the skill of transferring a duty |

The highest competency resulted was the communication skill while the least competency was the skill of transferring a duty การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาตัวบ่งชี้สมรรถนะผู้บริหารสถานศึกษาของรัฐที่จัดการเรียนรู้ในระดับมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยพิจารณาจากมาตรฐานตำแหนงและมาตรฐานวิทยฐานะและบุคลิกลักษณะของผู้บริหารสถานศึกษา และ 2) สำรวจสมรรถนะผู้บริหารสถานศึกษาของรัฐที่จัดการเรียนรู้ในระดับมัธยมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำแนกตามขนาดสถานศึกษาและภูมิภาค ตามการรับรู้ของผู้เกี่ยวข้อง กลุ่มตัวอย่างคือผู้บริหารสถานศึกษาของรัฐ ระดับมัธยมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 406 คน การเก็บรวบข้อมูลโดยใช้แบบสอบถามรองผู้อำนวยการและหัวหน้างานแผนงาน สถานศึกษาละ 2 คน การวิเคราะห์ข้อมูลใช้สถิติ เชิงบรรยายโดยการหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนแบบทางเดียว (one-Way ANOVA) ผลการวิจัยสรุปได้ดังนี้ 1. ผลการพัฒนาตัวบ่งชี้ได้ตัวบ่งชี้สมรรถนะผู้บริหารระดับมัธยมศึกษาจำนวน 78 ตัวบ่งชี้เป็นตัวบ่งชี้ด้านความรู้ 26 ด้านทักษะ 26 และด้านบุคลิกลักษณะ 26 ตัวบ่งชี้ พัฒนาจากร่างตัวบ่งชี้ที่มีค่าเฉลี่ยความสำคัญอยู่ระหว่าง 4.12-4.87 และมีคา IOC อยู่ระหว่าง 0.8-1.00 2. ผลการสำรวจสมรรถนะของผู้บริหารสถานศึกษาของรัฐระดับมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน พบว่า มีสมรรถนะในระดับสูงทั้งด้านความรู้ ทักษะและบุคลิกลักษณะ โดยมีผลการสำรวจสูงสุด้านความรู้ รองลงมาด้านบุคลิกลักษณะ และด้านทักษะตามลำดับ สมรรถนะที่มีผลการสำรวจสูงสุด คือ ทักษะในการติดต่อสื่อสาร และต่ำสุดคือทักษะการสั่งการ/การมอบหมายงานผลการสำรวจจำแนกตามขนาดโรงเรียนพบว่าโรงเรียนขนาดใหญ่พิเศษมีผลการสำรวจสูงสุดทั้ง 3 ด้าน รองลงมาเป็นโรงเรียนขนาดเล็ก ขนาดกลางและขนาดใหญ่ตามลำดับ ผู้บริหารโรงเรียนขนาดใหญ่พิเศษ ขนาดใหญ่ ขนาดกลางและขนาดเล็ก มีสมรรถนะสูงสุดคือความรู้ในเรื่องการประชาสัมพันธ์ การบริหารบุคคลและทีมงาน ความรับผิดชอบและ วิสัยทัศน์ ตามลำดับ ผลการสำรวจจำแนกตามภูมิภาค พบว่าภาคตะวันออกมีผลการสำรวจสูงสุดทั้ง 3 ด้าน รองลงมาเป็นภาคใต้ ภาคเหนือ ภาคตะวันออกเฉียงเหนือ ภาคตะวันออกเฉียงเหนือ ภาคกลาง และกรุงเทพมหานคร ตามลำดับ ผู้บริหารกรุงเทพมหานคร ภาคเหนือ ภาคกลาง ภาคตะวันออก ภาคตะวันออกเฉียงเหนือและภาคใต้มีสรรถนะสูงสุด ด้านความรู้ในเรื่องการประชาสัมพันธ์ และด้านบุคลิกลักษณะ ได้แก่ มีวิสัยทัศน์ ความรับผิดชอบ การอุทิศตนและเวลา และใจกว้างรับฟังความคิดเห็นของผู้อื่น ตามลำดับ 246 pages สมรรถนะ ผู้บริหารโรงเรียน ผู้อำนวยการโรงเรียน โรงเรียนมัธยมศึกษา Performance School administrators School principals High schools ศิริชัย กาญจนวาสี https://digiverse.chula.ac.th/digital/file_upload/biblio/cover/18910.jpg |
