The data and experiences of Singapore show that fertility continue to decline even when national policies have been developed and continuously boosted to encourage procreation in recent years. This dissertation seeks to explain why the Total Fertility Rates (TFR) in Singapore had fallen over the years and how the current attitudes of women today towards motherhood and abortion have contributed to the drastic fertility decline. This study addresses three basic questions: (1) What are the key values and beliefs that influence Singapore women's attitudes and decision towards motherhood and abortion? (2) Are there any differing levels in the values and beliefs of motherhood and abortion amongst the Singaporean women? (3) What are the best communication strategies to educate women towards family, children and abortions?
