This research aims to analyze the efficiency of budgetary expenditures in the DPA-SKPD Gorontalo Provincial Department of Public Works, after the flooded of 2008, to the flood disaster recovery take locus of capital budgeting activities of flood control centers that caused of flood in Gorontalo City. In addition, this research also aims, knowing the closeness of the relationship between total construction spending with the value of construction spending, related to capital budgeting in the Province of Gorontalo. The data used in this research are data SKPD-DPA Construction budget year 2009, obtained from the Board of Finance Province of Gorontalo. The method of the analysis that used in this research is descriptive quantitative analysis by using a model of Expenditure Unit Cost Bad Budgeting (ASB) to calculate the efficiency of capital budgeting and construction of a simple correlation analysis. Furthermore, the result of data analysis and investigation of the capital budgeting construction of flood control center handling activities for Fiscal Year 2009, the lowest Rp91,100 and the highest Rp108.460.814 for a total Rp890.380.833. there are indications of inefficiency. Closeness of the relationship of total construction spending and construction value are could to be positive because the correlation coefficient of 0.937 are approaching 1 (one) or 93.70 percent
