In handling the government have also made the program Jamkesmas health programs that are intended for the poor but often with perjalannnya this program has not been able to cover all the poor people born in 2004 legislation that gave birth to 40 of the Social Security System Local Health Insurance program is implemented by local and one area that the government implement the program Jamkesda Donggala the hope for the poor accessibility in Donggala not included in the free health care. Looking at the phenomenon, to the authors are interested in examining the accessibility of the poor in the program in the District Banawa Jamkesda Donggala. This study is a descriptive study using survey and analysis of qualitative data. While the population in this study is Banawa district community health center users Jamkesda in Donggala. Indicators used to measure the accessibility of the poor implementation of the program Jamkesda and geographic access, economic access, social access and organizational access. Data were collected through interviews, observation, questionnaires and documentation. The results showed that the implementation of the program Jamkesda still found a number of issues such as data collection is valid in poor kepersertaan aspects unfinished. then the issue of socialization program that was never done by the authorities or incomplete data collection issues, the absence of such Jamkesda user card Jamkesmas cards and of course due to inadequate funding. This has an impact on the accessibility of the poor in Banawa district as Jamkesda users who want to get health services To increase the accessibility of the poor is suggested that a change in the flow of health services that could facilitate the poor to take advantage of Jamkesda program, and the necessity of a detailed implementation guidelines Jamkesda programs especially in terms of payment claims to the PT Askes (persero) as well as increased funding for programs Jamkesda.
