ETD Development of spectral transformation is to increase the ability of information extraction in spectral data at the reflected soil from value index and image band rotation with the principle component. To increase value index and principle component are conducted to tapped the procentage of soil moisture more carefully in coastal Makassar and around coastline which used multispectral image Landsat 5 TM 2006. Information extract methods of soil moisture is done by two ways that is (1) value index is analyzed from Fukuhara transformation after combined with WDVI or equality of soil weight and fractions soil reflection from derivated index of NDVI. (2) transformation of principle component is developed by NDVI transformation, and it is got from modified with the result of linear regretion and the three principle components. Statistic analyze is implemented to get standard relation between spectral respon data from soil moisture of new image and the moisture of soil on surface in relative depth 0 � 10 cm, and also relation to the region that has a different height, which is presented by topograhic wetness index. Moisture index (Ikls_3) is a result index from development of the best spectral transformation and more exact among the three others of index. Correlation coefficient values can be represented by a relationship that is moderate in moisture index (Ikls_3) with relative soil moisture measurement data in the field is -0.736 with a coefficient of determination (r2) of 0.542, while on the topographic wetness index has a moderate relationship coefficient of 0,773 and determination (r2) 0.597. Equality of soil moisture spacial distribution is gain from humidity surface soil, that is Y=0,6238 - 0,2247 X with RMSE value 0,038, while the value of topograhic wetness index Ŷ = 1,769 X + 0,312, with RMSE value 0,207.
