ABSTRACT It has long been recognized that mothers' characteristics during childbirth, such as age and parity, have a relationship with the survival of the infants born. With family planning program, through the increase of contraceptives usage, it could be expected that there will be a change in fertility level from high to low. The mothers' characteristics will also change so that they could affect the perinatal mortality rate. This paper will examine the relationships between changes on mother's characteristics during childbirth as a consequence of permanent contraception on the changes in perinatal mortality rate. Data used for analysis were from Maternity Record Study collected by the Indonesian Fertility Research Program since 1978, covering 39,250 maternity cases from 11 teaching hospitals throughout Indonesia. The study showed that permanent contraception has only a small contribution to the effort of reducing the perinatal mortality rate. However, the achievement of small family norm through family planning program will guarantee a better quality of children born which at the end will reduce the perinatal mortality rate.
