總結:ABSTRACTThe objective of this thesis is to describe one of political development phenomena in the era of New Order, Le., the uniforming of village goverment based on UU No. 5 Tahun 1979, using its problem formulation: how was the impact of UU No. 5 Tahun 1979 for the transformation of local power and leadership in Lampung?The research was conducted in three villages known as old and relatively indigenous villages, focusing on village government officials including Head of Villages, Lembaga Musyawarah Desa (LMD) .Village Assembly Institutions, Lembaga Ketahanan Masyarakat Desa (LKMD) .Village People's Endurance Institution, and other Village Staffs.The research concludes that the implementation of UU No. 5 Tahun 1979 in Lampung has led to the great intervention of state power on the local communities. The mechanism of Head of Villages election, and the strengthening of his position as the lowest govermental body directly under the subdistrict head would make emotional and cultural relationship between Head of Villages and his people disappear. The relationship is merely bounded into its recruitment process, people's interest and aspiration are subordinated on the interest of govermental institution above village as a source of legitimation. Whereas the position of traditional elites (Tokoh Adat ), has been asided and become in relatively equivalent position with the community. Their role is only seen when their influence is competed in the process of Head of Villages election,' as their symbolic existence of local tradition representatives. The strengthening of local ethic position, on the other hand, reflects the strength of family linkage of political process in the villages. This becomes the description that the introduction of new values into a community is still followed by parochial values believed by the political actors in villages.
