Program pemberdayaan masyarakat desa yang berkelanjutan dalam rangka menyongsong otonomi daerah di Kabupaten Sleman

The purpose of this research was to analyze the rural community empowerment in facing regional autonomy in Sleman District that will be used in planning, implementation, -monitoring and evaluation and to analyze factors related to rural community empowerment program in facing regional autonomy in Sleman District to support sustainable development. This research consisted of library and field research. Field research was done in Sleman District. Respondent in this research was determined randomly consisting of Local Government Officers in Sleman District, two Non-Governmental Organization (NGO) managements, two college managements and chief of building community as cross-checking. Of Local Government of Sleman District was taken three program areas, of two NGOs was taken three program areas of each and of two colleges was taken three program areas of each. The empowerment program analysed was fifteen programs. Library research was done by reading regulations, official documents, research result in report form and data supporting the analysis. These data was analyzed qualitatively. The result of research showed that the model used to empower sustained rural communities in facing regional autonomy in Sleman District is a bottom up model. I.e. a model that induce the community involvement in decision making process, group cooperation and building autonomous community. Some factors related in rural community empowerment that had not fully supported sustainable development principles was the appropriateness between activity tipe and community empowered condition, leader/coordinator selection, method and material of development and the time horizon and effectiveness of development.
