| الملخص: | The development of Surabaya to be a metropolitan city is followed by a high growth of population. The movement of Surabaya into a metropolis has drawn many people to mave in. Ironically, the increasing population in this residency is not equal to the land allocated for their residence. The result is many people develop dwelling places without official permission in goverment owned land. These kinds of places spread around Surabaya. This wild settlement phenomenon mounted when the war in Surabaya erupted. All refugees who previously had gone out of Surabaya found the fact that their homes were really have disappeared or had been possessed by others when they returned to this town. Some efforts have been taken by the city government to overcome this problem but they have so far been unsuccessful.
