UNREPORTED FISHING DAN UPAYA PENANGGULANGANNYA DI PELABUHAN PERIKANAN PANTAI BAJOMULYO JUWANA KABUPATEN PATI

The main aims of this research were to identify the forms of unreported fishing, the causes, and the potential loss of such practices for the case of purse seiners at Coastal Fishing Port (PPP)Bajomulyo. Respondents were selected by purposive sampling consists of 32 skippers, 28 ABK, manager of PPP Bajomulyo, head of TPI Bajomulyo II and head of capture fisheries section of Marine and Fisheries Office at Pati regency. The study showed the main types of unreported fishing include sea transshipment and fish landing outside of PPP Bajomulyo. The causes of unreported fishing were weak law enforcement, lack of supporting facilities to control fishery management area, lack of fishing vessels with freezer and lack of collecting fishing boats. Total amount of losses due to unreported fishing was predicted about 20.905 tons, with value of Rp125,430,000 per trip. The potential impact of such practices include under catch reports, loss of tax revenue, and declining of fishers� income. To solve the problems, few solutions will be needed: procurement of collecting fishing boat and shifting non-freezer fishing vessel to purse seine with freezer by providing soft loan.
