Council of Honor is one of instrument organization which is authorized to conduct inspection Code of Conduct violation and to impose sanction to offenders in accordance with their capability and competency. This research aims to: (1) to discover implementation notary code of conduct sanction by the District Council of Honor in Sleman. (2) to ascertain constraints faced by District Council of Honor in Sleman in implementation Notary Code of Conduct Sanction.(3) To analyses solution from District Council of Honor to the Notaries who did not fulfill the decision of the sanction. This research uses an empirical approach to legal research, that is research conducted to obtain primary data pertaining to the things that exist in the fields, as well materials relating to materials related to the research topic as secondary data. The study subjects were respondent and interviewees, who really understand about the problems under study. Sampling technique using purposive sampling and data analysis method uses are qualitative. Based on the research can be concluded, first, the implementation of code of conduct sanctioned by District Council of Honor in Sleman has not implemented optimally because the Code of Conduct sanction only nuncupative warning with repressive approach and there are no follow-up supervision by members of Disctrict Council of Honor in Sleman. Therefore, not deterrent effect on the Notaries who violate the Code of Conduct. Second, constraints faced by District Council of Honor in Sleman in implementation Notary Code of Conduct Sanction are sense reluctant to act decisively, density of activity members District Council of Honor in Sleman, and lack of budget which is provide in supervision by members District Council of Honor in Sleman. Third, the solution form Notary District Council of Honor to the Notaries who did not fulfill the decision of the sanction are District Council of Honor must continuities to socialization of the importance of Notary Code of Conduct once a month between members
