Summary: | The land reform in Indonesia, especially in Kersana District was held in
1963 by the issued of Decree no. 25/ X/2/88/TP/63. The land reform project had
continued in year 2008 due to many unregistered of agricultural lands in 1963.
This study is about the gap between policy and reality. For government,
land reform is to give beneficiaries of land reform motivation to use the land as an
access to get the capital for increasing the farming productivity. However, the
targets of land reform have their own system to fulfill their needs which is
different with government idea. There are two disharmony economic systems.
First is the traditional local economic system which is based on reciprocity ethic,
and food self-sufficiency. Second is modern economic system promoted by the
government has been encouraging farmer to get bank loan, have more capital, and
put their land in risk in order to have more productivity. The hypothesis of this
study is Because the government lacks awareness of local knowledge and lacks
local people�s participation, land reform does not spread its benefit to all people.
The objectives of this research are to study the impact of land reform to
the poor farmers especially the target group of 2008 land reform in Limbangan
Village, to identify what factor may influence the decision of farmers to take or
not to take bank loan by using their land certificate as collateral, and to provide
information of local condition as an input for policy making. This research use
qualitative approach with case study methods in Limbangan village area.
This research concludes that land reform gives good impacts in order to
gives the security of landownership to the majority of the land reform�s
beneficiaries, to improve the access to capital by collateralizing the certificate, and
to increase the land price. However, as far as the household economy of the
research target group, the 2008 land reform has less significant positive impact,
since they do not intend to do any financial transaction to the land. There are
many reasons and risk to be considerate behind the farmer�s decision not to
collateralize their land. In some extend, providing access by the Government for
farmers to get loan by using certificate is not helping them to escape from
poverty. To help poor farmers, the local government should come, talk to the
people, and find out the real problems and strengths in the area so the assistance
will be right on target. |
