From documentary research, it is found out that Gen. Chatchai Choonhavan can claim higher legitimacy if compared with some former prime ministers since he comes to power through electoral process. He earns premiership because he is also the leader of the political party that secures highest votes. His government is supported by the parliament according to the 1978 Constilution. Dominant role for Gen. Chatchai derives from the Choonhavan family which has played significant role in the past. He has accumulated experiences in military, diplomatic, economic as well as political affairs. He is also well supported by political resources. Gen. Chatchai helps develop Thailand very well. Economic growth is as high as 11-12 percent per year. Most of political problems could be solved except that of corruption. He stays in power for more than two years. Political conflicts cause disagreement with the military precisely on the point of keeping the military out of politics. Since Gen. Chatchai does not have military back-up, his uncompromised posture causes him his downfall. The military seized power on 23 February 1991. งานวิจัยฉบับนี้ เพื่อศึกษาเหตุการณ์ทางการเมือง การแก้ปัญหา อุปสรรค และการรักษาอำนาจในทางการเมืองการปกครองไทยในช่วงเวลาที่ พลเอกชาติชาย ชุณหะวัณ เป็นนายกรัฐมนตรีคนสำคัญของไทย จากการศึกษาโดยเน้นการวิจัยเอกสาร ผู้ศึกษาพบว่า พลเอกชาติชาย ชุณหะวัณ เป็นผู้นำทางการเมืองที่มีความชอบธรรมสูงกว่าผู้นำทางการเมืองไทยที่ผ่านมาในอดีต เพราะมาจากการเลือกตั้งของประชาชนและเป็นหัวหน้าพรรคการเมืองที่ได้รับเลือกตั้งเข้ามาในสภาผู้แทนราษฎรมากที่สุด จึงได้เป็นแกนนำในการจัดตั้งรัฐบาลบริหารพัฒนาประเทศไทย โดยมีเสียงสนับสนุนจากสมาชิกสภาผู้แทนราษฎรตามเงื่อนไข รัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2521 และระบอบประชาธิปไตยในประเทศตะวันตก ลักษณะเด่นของพลเอกชาติชาย ชุณหะวัณ ในขณะที่เป็นผู้นำทางการเมืองของไทยที่สามารถเห็นได้อย่างเด่นชัดคือ มาจากตระกูล "ชุณหะวัณ" ที่มีบทบาทสำคัญทางการเมืองของไทยในอดีต มีประสบการณ์ทางด้านการทหาร นักการทูต นักธุรกิจ นักการเมือง และเป็นผู้นำที่มีบารมี รวมทั้งมีทรัพยากรทางการเมืองมากกว่าผู้นำทางการเมืองที่ผ่านมา พลเอกชาติชาย ชุณหะวัณ เป็นผู้นำทางการเมืองที่มีความสามารถในการบริหารพัฒนาประเทศจนทำให้ประเทศไทย มีความเจริญก้าวหน้าทัดเทียมกับอารยะประเทศโดยเฉพาะทางด้านเศรษฐกิจมีความเจริญสูงสุดถึงร้อยละ 11-12 สามารถแก้ปัญหาและอุปสรรคต่างๆ ที่เกิดขึ้นได้ทุกกรณี ยกเว้นปัญหาคอรับชั่นในระบบราชการที่ไม่สามารถแก้ไขปัญหาได้ จึงทำให้สามารถอยู่ในอำนาจได้นาน 2 ปีเศษ แต่ด้วยอุดมคติทางการเมืองอันเป็นสิ่งสำคัญที่นำไปสู่ความขัดแย้ง คือ การแบ่งแยกทหารออกจากการเมือง การไม่มีฐานกำลังทหารสนับสนุนและการไม่ผ่อนปรนกับทหาร จึงทำให้ความเป็นผู้นำทางการเมืองของพลเอกชาติชาย ชุณหะวัณ ต้องยุติลงด้วย การถูกคณะทหารทำการรัฐประหาร เมื่อวันที่ 23 กุมภาพันธ์ 2534 วิทยา สุจริตธนารักษ์ https://digiverse.chula.ac.th/digital/file_upload/biblio/cover/64628.jpg |
