In carrying out this research, the researcher had compiled information by using questionnaire and interviewing relevant people, comprising large-scale shippers/consignees, small- and medium-scale shippers/consignees, and freight forwarders, being the owner of the goods/agents, as well as the warehouse operators and handlers of the dangerous goods, being the operators/workers at the Port. The overall result of the research shows a high standard of management, except for some factors. Large-scale shippers/ consignees is the group which has the highest performance in conducting business according to regulations and standards of dangerous goods management in every related factor, which are: dangerous goods and packaging category, containers and equipment category, regulations and stipulations category, personnel category, and information technology and danger prevention category; while freight forwarders show a high standard of handling of dangerous goods directly relating to their business, which are dangerous goods and packaging category, container and equipment category and declaration of documents as per regulations. Small- and medium-scale shippers/consignees show lower standard of management compared to the other two groups. จากเหตุการณ์สารเคมีเกิดอุบัติเหตุรั่วไหลซึ่งปรากฎเป็นข่าวบ่อยครั้ง ทำให้ทุกภาคส่วนที่เกี่ยวข้องจำเป็นต้องเพิ่มความระมัดระวังในการจัดการ ทั้งนี้ท่าเรือถือเป็นจุดหนึ่งที่มีความล่อแหลมเนื่องจากมีปริมาณสินค้าอันตรายผ่านเข้าออกเป็นจำนวนมาก วัตถุประสงค์ของการวิจัยนี้จึงต้องการศึกษาสถานการณ์ด้านการจัดการของเจ้าของสินค้าและตัวแทนที่มีการนำเข้าและส่งออกสินค้าอันตรายผ่านท่าเรือ โดยกำหนดให้ท่าเรือแหลมฉบังเป็นพื้นที่ศึกษา ซึ่งการดำเนินการผู้วิจัยได้ทำการเก็บรวบรวมข้อมูลโดยใช้แบบสอบถามและสัมภาษณ์ผู้เกี่ยวข้อง ประกอบด้วย ผู้ประกอบการขนาดใหญ่ ผู้ประกอบการขนาดกลางและขนาดย่อม และผู้รับจัดการขนส่งสินค้าระหว่างประเทศ ในฐานะเจ้าของสินค้าและตัวแทน และผู้รับจัดเก็บรักษาและขนถ่ายสินค้าอันตราย ในฐานะผู้ปฏิบัติงานในท่าเรือ ผลการวิจัยพบว่าภาพรวมมีการจัดการอยู่ในเกณฑ์มาก ยกเว้นในบางปัจจัย โดยผู้ประกอบการขนาดใหญ่เป็นกลุ่มที่มีการดำเนินการการตามหลักเกณฑ์และมาตรฐานการจัดการสินค้าอันตรายมากที่สุดในทุกๆ หมวดปัจจัยที่เกี่ยวข้อง ได้แก่ หมวดสินค้าอันตรายและบรรจุภัณฑ์ หมวดตู้คอนเทนเนอร์รถและอุปกรณ์ หมวดกฎระเบียบและข้อกำหนดต่างๆ หมวดบุคลากร และหมวดเทคโนโลยีการสื่อสารและการป้องกันภัย ในขณะที่ผู้รับจัดการขนส่งสินค้าระหว่างประเทศมีการจัดการสินค้าอันตรายมากในปัจจัยที่มีความเกี่ยวข้องกับธุรกิจโดยตรง ได้แก่ หมวดสินค้าอันตรายและบรรจุภัณฑ์ หมวดตู้คอนเทนเนอร์รถและอุปกรณ์ และการสำแดงเอกสารตามกฎระเบียบ ส่วนผู้ประกอบการขนาดกลางและขนาดย่อมมีการจัดการอยู่ในเกณฑ์ที่ต่ำกว่าผู้ประกอบการทั้งสองกลุ่ม วัตถุอันตราย -- มาตรการความปลอดภัย สารเคมี -- มาตรการความปลอดภัย การขนส่งทางน้ำ -- มาตรการความปลอดภัย ท่าเรือ -- มาตรการความปลอดภัย วัตถุอันตราย -- การขนส่ง สารเคมี -- การขนส่ง ท่าเรือแหลมฉบัง กมลชนก สุทธิวาทนฤพุฒิ https://digiverse.chula.ac.th/digital/file_upload/biblio/cover/57139.jpg |
