The objective of study in the interaction between bureaucratic polity and plutocracy in the General Chatichai Choonhavan’s government is to indicate the declining of bureaucratic polity followed by arising of plutocracy polity in Thailand. This phenomenon have been precisely occurred by the conflict in this government which developed struggle and competition between two systems. Controversy from the study, it can be assume that the political circumstance in General Chatichai’s government has been the institution conflict between the old power, which referred to military and civil service, and the new power as the entrepreneur and capitalist politicians that have increased more and more in terms of amount and roles in politics. After the 14th October 1973 event, it was found out that the political participation of capitalist politicians had indirectly operated to put the demands forward the Chamber of Commerce and Board of Trade. Then it could be elaborated into the press through state corporatism in terms of the Joint Public and Private consultative committee in the semi-democracy period. However, the political, social and economic contexts has been changed into favorable means for stepping to hold the political power in a more and more democratic way. The capitalists made their decision to the center of political power by direct channel such as cooperation to set up political parties, to clarify their support for certain political parties, to be the administrator of political party or to be the candidates. All of these practices had generated the conflict in terms of the leading role in politics the possessed interest of the old power in Thai politics that made the conflict in period of General Prem Tinasulanonda and General Chatchai Choonhavan’s government. Especially, in period of Chatichai Choonhavan’s cabinet, the conflict between the old power and the new power has been emphasized encounter. Although, that conflict would be common among the individuals. But focusing on perspective, the conflict which is the part of institution conflict between two groups that is the result from the increasing role of capitalist and entrepreneur in Thai politics. |

But focusing on perspective, the conflict which is the part of institution conflict between two groups that is the result from the increasing role of capitalist and entrepreneur in Thai politics. การศึกษาเรื่องปฏิสัมพันธ์ระหว่างอำมาตยาธิปไตยกับธนาธิปไตยในสมัยรัฐบาลพลเอกชาติชาย ชุณหะวัณ นี้มีจุดมุ่งหมายเพื่อศึกษาการเสื่อมคลายลงของระบอบอำมาตยธิปไตยและการกำเนิดขึ้นของระบอบธนาธิปไตยในการเมืองไทย โดยอาศัยปรากฏการณ์ความขัดแย้งในช่วงรัฐบาลพลเอกชาติชาย ชุณหะวัณ ช่วยให้เห็นถึงพัฒนาการของการขับเคี่ยว ต่อสู้ และแข่งขันระหว่างสองระบอบดังกล่าว ผลการศึกษาสรุปได้ว่าปรากฏการณ์ความขัดแย้งทางการเมืองที่เกิดขึ้นในช่วงรัฐบาลพลเอกชาติชาย ชุณหวัณนั้นเป็นความขัดแย้งเชิงสถาบันระหว่างกลุ่มอำนาจเก่าอันหมายถึงกองทัพและข้าราชการกับกลุ่มอำนาจใหม่อันหมายถึงนายทุนนักธุรกิจในฐานะนักการเมือง ซึ่งเติบโตและมีบทบาททางการเมืองมากขึ้นภายหลังเหตุการณ์ 14 ตุลาคม พ.ศ. 2516 แต่เดิมนั้นจะพบว่าการเข้ามีบทบาททางการเมืองของนายทุนนักธุรกิจเหล่านั้นมักกระทำโดยทางอ้อมเช่นการผลักดันข้อเรียกร้องผ่านหอการค้าและสมาคมการค้า และพัฒนาสู่รูปแบบการผลักดันผ่านภาคีรัฐและสังคมในแบบของคณะกรรมการร่วมภาครัฐและเอกชนในช่วงประชาธิปไตยครึ่งใบ อย่างไรก็ตามเมื่อบริบททางการเมือง เศรษฐกิจและสังคม ได้เปลี่ยนแปลงไปในทางที่เอื้อต่อการเข้าสู่อำนาจทางการเมืองด้วยวิถีทางแบบประชาธิปไตยมากขึ้น นายทุนนักธุรกิจเหล่านั้นก็ได้ตัดสินใจเข้าสู่ศูนย์กลางอำนาจทางการเมืองโดยผ่านช่องทางทางตรงมากขึ้นเช่นการรวมกันจัดตั้งพรรคการเมือง การให้การสนับสนุนพรรคการเมืองอย่างเปิดเผย การเป็นผู้บริหารพรรค การลงสมัครรับเลือกตั้ง การเข้าสู่ศูนย์กลางอำนาจทางการเมืองของนายทุนนักธุรกิจดังกล่าวนั้นได้ก่อให้เกิดความขัดแย้งในแง่ของการแสดงบทบาทนำในทางการเมือง รวมถึงการครอบครองผลประโยชน์ของกลุ่มอำนาจเก่าในการเมืองไทย ซึ่งก่อให้เกิดความขัดแย้งขึ้นดังปรากฏในช่วงของรัฐบาลพลเอกเปรม ติณสูลานนท์ และรัฐบาลพลเอกชาติชาย ชุณหะวัน โดยเฉพาะในช่วงรัฐบาลพลเอกชาติชาย ชุณหะวัน ซึ่งมีการเผชิญหน้าอย่างชัดเจนและเปิดเผยระหว่างพลังอำนาจเก่าและพลังอำนาจใหม่ และแม้ว่าความขัดแย้งดังกล่าวจะเป็นความขัดแย้งธรรมดาระหว่างบุคคลต่อบุคคล แต่เมื่อพิจารณาโดยภาพรวมจะพบว่าความขัดแย้งดังกล่าวนั้นอาจจัดได้ว่าเป็นส่วนหนึ่งของความขัดแย้งเชิงสถาบันระหว่างพลังทั้งสองกลุ่ม อันเป็นผลมาจากบทบาทที่เพิ่มมากขึ้นของนายทุนและนักธุรกิจในการเมืองไทย 186 pages ชาติชาย ชุณหะวัณ, พล.อ., 2465-2541 อำมาตยาธิปไตย ธนาธิปไตย พรรคการเมือง -- ไทย คณาธิปไตย ไทย -- การเมืองและการปกครอง Political parties -- Thailand Oligarchy Thailand -- Politics and government ไชยันต์ ไชยพร https://digiverse.chula.ac.th/digital/file_upload/biblio/cover/33387.jpg |
