Summary:The implementation of teacher certification policy up to now still facing numerous problems. Many people who question the policy relationship with increased professionalism of teacher certification to advance the quality of education. The policy evaluation of teacher certification was done in order to determine the impact of teacher certification policies in creating a professional teacher in order to improve the quality of education. The impact of teacher certification policies will be seen from the level of discipline teachers abide by the rules, comparison of the performance of teachers (pre-and post-certification) and comparison of the performance of non-teacher certification and teacher certification. The data used are the primary data and secondary data. Primary data obtained with techniques of data collection through surveys, interviews and observations made by researchers. While the secondary data used were obtained from the results of the report, Renja, performance reports, strategic plan of Department Education Sibolga, Elementary Supervisor, as well as the collection of literature and the regulations and legislation that support the primary data. The results of analysis demonstrate implementation of teacher certification through portfolio policy have not been any changes to an increase in the level of discipline, competency and performance of teachers for the better. Teachers who have certification does not show the performance and competence of teachers in non certification. It is closely related to the process of implementation of policies that give priority to the certification of teachers teacher's work and not based on competence. So the assures quality certification has not been professional teachers. Coaching and training needs to be improved for teacher certification in particular training in an attempt to increase the competence of teachers like training the use of the media or an innovative learning resource based on information and communications technology as well as empowerment of teachers in writing scientific papers.
