PERAN KOORDINASI ANTARA PEMERINTAH KOTA DENGAN TNI DALAM PEMBERDAYAAN WILAYAH PERTAHANAN (STUDI DI KOTA BANDUNG)

This study aims to: (1) examine the role of coordination between the Government of Bandung City with District Military Command 0618/BS that must be built to run smoothly, (2) examine what obstacles faced in coordinating efforts, and (3) assess the efforts made in improve coordination of empowerment territory defense. This study used qualitative methods, in which more data analysis technique is conducted simultaneously with data collection as researcher in the field with a grand tour and miniature question, analyze its data with domain analysis. The study area is located in Bandung, where data collection is done through observation, interview and literature study. The results showed that: the role of coordination has not worked well in the coordination aspects of geography, demography, and social conditions that are objects of empowerment territory defense. Still found some problems in coordination that should be found solving solutions through increased coordination with other efforts such as: organizational structure, coordination, socialization, and work programs on the empowerment of the region's defense. Then performed with the implementation of the strategy aspect of geography about the suitability RUTR District Military Command with RTRW City via: the empowerment of the system, strengthening of institutional structures, and improving the quality of human resources. Demographic aspects of strategy implementation through: the preparation of reserve components and supporter, Ruth, natural resources and man-made resources and facilities. As for the implementation of the strategy aspect of social conditions in the acceleration of economic and social development via: the empowerment of the carrying capacity of the community and budgeting solutions activities. The role of coordination has to be cultivated, so that the community has a sense of security and on the other hand society can improve welfare.
