總結: | Innovations in urban planning and management at the local government level are necessary for local governments to grow into their new and more autonomous urban planning and management responsibilities and tasks. While there are a good number of innovations that are relevant to urban planning and management, the search process for those innovations occur either a horizontally or vertically. This study shows through an objective statistical analysis (namely, factor analysis), based on analyses of correlation among indicators of innovativeness, that bottom-up innovations are those presumably initiated through horizontal search processes, i.e. among peer local governments, while top-down innovations are those that are adopted through a vertically oriented process, i.e. through central government mandates or inducements from higher level governments. |
