This study aims to examine and analyze the presence of notary who does not join in the organization of the Indonesian Notaries in Sleman Regency and to determine barriers to the notary in their profession who do not join the Organization of Indonesian Notaries Association in Sleman Regency. The juridical nature of empirical research, which is a method or procedure used to solve the problem by first examining existing secondary data and then proceed with the study of primary data in the field. The data of this study using primary data and secondary data. Analysis of the data used in this study is qualitative. Based on the research results and the discussion that has been done it can be concluded that the first, The presence of a notary who does not join in the organization of the Indonesian Notaries Organization in Sleman Regency under Article 82 UUJN not recognized. Matter of Article 82 paragraph (1) is asserted that the Notaries UUJN gathered in one container Notary Organization and paragraph (2) Notary Organization asserted that the container is INI. Second, barriers to notaries who do not join the Organization of Indonesian Notaries Association in Sleman Regency in the form of juridical barriers and practical barriers. Juridical obstacles as a result of the assertion of Article 82 which states that the Notary UUJN come together in a single container and container Organizations Notary Notary Organization is Indonesian Notaries Association. The implications of the provisions of Article 82 UUJN less protection for the notary who joined ANI. Based on the results of research in Sleman Regency, only mentioned that the members ANI, legal protection for members in the form of legal aid. Legal aid is given, if any member of ANI involved legal issues and assisted minimally discussed and if litigants sought advocate. Practical barriers occur at the beginning of the appointment of a notary public, would not want to enter INI first. It is due to be sworn in must have a recommendation from INI to test the code.
