Summary:Poverty is a multidimensional problem that is influenced by a variety of interrelated factors, such as income, health, education, and geographic location. Various government programs to address poverty has a lot to do as the National Program for Community Empowerment (PNPM) Mandiri perdesaan realized by allocation of funds through the Direct Aid Society (BLM) PNPM Mandiri rural area. This study aims to analyze the Influence of the National Program for Community Empowerment (PNPM) Rural and government spending on health and education, PDRB in the province of Maluku Year 2008-2012. Variable used in this study is the level of poper kaverty as the dependent variable and the Direct Aid Society (BLM) PNPM Mandiri perdesaan , government spending on health and education and growth income per capita as independent variables. Types of data using panel data with the district as a unit (cross section) and from 2008-2012 as the time (time series). The analytical tool used is panel data regression with selecting the best model by using fixed effects models. The results of the analysis showed that the variable growth income per capita has significant negative effect on poverty. This means that if there is an increase in the growth in per capita reduce the level of poverty in the province of Maluku. Variable government spending on health and education, PNPM are not significantly influence poverty. This shows that capital expenditure has not been sufficiently reduce poverty districts / cities in the province of Maluku during the period.
