Summary:To create the standards and standardized tools for assessing the overall operational performance of Thai radio broadcasting stations that have been tested and accepted by the people involved in radio broadcasting administration. This is basically a qualitative research, using concepts from various disciplines, namely, standardization and quality assurance system, system theory, organizational management, marketing theory, mass communication professional code of ethics, mass media system and structure, including the concepts relating to communicative competence and professionalism. All this provide the framework of study in creating the standards and tools for assessing the entire system of operational performance of Thai radio broadcasting stations, ranging from the input, the process, and the output or outcome. Included in this study is the application of such frameworks as the laws, regulations, professional code of ethics as well as international standards. The data are then assimilated with information obtained from depth interviews with four groups of people involved in radio broadcasting administration, i.e. the professionals, the target audience, the regulators, and the sponsors. At the completion of this study, the researcher obtains standardized tools for assessing the operational performance of four types of radio stations, namely, news station, music station, public station and hybrid station. The tools have been thoroughly tested in simulated situation and accepted by those involved in radio broadcasting administration. This finding, which correlates with the research hypothesis proposed earlier, states that in order to improve the standards of Thai radio broadcasting stations, it is essential to optimize the operational performance of the system, i.e. the input, the process, the output/outcome. Besides, it is also found that the standardized tools and key performance indicators of radio broadcasting stations vary according to the types and sizes of radio broadcasting stations in Thailand.
